Insert and Email-Choose Email account on Active Ticket

I would like to propose the option to be able to choose a different email account to "Insert and Email" to when making comments. If the issue is assigned to myself but I want to sent an email to another user that the request may apply to or have input. Just a thought! Thank you very much!

If we made this change, a user would get the email but not be able to view the ticket online unless they has security access to it. When you make a comment ALL people who have security access to it will get the email.

Now we would need to put more information in the email. What information to put? It then because a huge issue and complication.
